Pro-Poor Growth and Social Programmes in Brazil

From a methodological point of view, this paper makes two contributions to the literature. One contribution is the proposal of a new measure of pro-poor growth. This new measure provides the linkage between growth rates in mean income and in income inequality. In this context, growth is defined as propoor (or anti-poor) if there is a gain (or loss) in the growth rate due to a decrease (or increase) in inequality. The other contribution is a decomposition methodology that explores linkages between growth patterns and social policies.

Poverty, Inequality and Income Policies: Lula's Real

This study synthesizes the recent trends and cycles of poverty and inequality during the 1992 to 2004 period in Brazil, detailing some of its closest determinants with special emphasis on the role played by incomes policies. This is a condensed version of the work found in Neri (2007) http://www3.fgv.br/ibrecps/RET3/engl/index.htm. In the second section, we describe poverty long-run movements by monitoring the achievement of the first goal of the millennium development goal of reducing poverty as insufficiency of income.

Income Polices, Income Distribution, and the Distribution of Opportunities in Brazil

This paper analyses the effect of income policies on income distribution in Brazil, its nearterm impacts and potential long-term effects through the distribution of opportunities. It demonstrates the impact of electoral cycles motivating the expansion of monetary transfers. It evaluates the targeting efficiency of the principal income policies in terms of the fiscal costs versus short-term benefits to social welfare. We take advantage of the recent expansion of these benefits to test how this affected the distribution of opportunities.

Perceived Human Development Index

As the relation between income and well-being, measured by subjective happiness, is not direct, new perspectives are needed. This paper contributes to the discussion by developing a Perceived Human Development Index (PHDI), using the components of the Human Development Index (HDI) – that is, income, health and education – in their subjective versions. The dimension of work conditions was also added to the analysis.

Equity and Effciency in Education: Motivations and Targets

The recently released "Educational PAC" attempts to place basic education at the center of the social debate. We have subsidized this debate, offering a diagnosis of how different education levels can impact individuals' lives through broad and easily interpreted indicators. Initially, we analyze how much each educational level reaches the poorest population. For example, how are those in the bottom strata of income distribution benefited by childcare centers, private secondary education, public university or adult education.

Brazilians' perceptions on public policies

Sobre o livro: 

The Population Perception book presented here has as its main objective to present a panel of indicators of the population's perception aimed at subsidizing reflections and actions of the State and society. The Ipea based research conducted allows us to verify how the population from different economic strata and social segments perceive aspects related to the design of different public policies. In this way, it provides subsidies to the State to better understand and act more effectively in meeting the demands of citizens, and also provides instruments for society to demand actions from their governments that are more in line with their needs and concerns based on representative samples of data. With this initiative, Ipea started to occupy an important space in the production of primary data and analysis of social perception that is still incipient in the country. In addition to providing data and analysis on people's perceptions, these surveys also allow for international comparisons. The initiative was awarded, in 2013, by the United Nations (UN) for its contribution to the My World survey, which addresses the choice of priority themes with a view of defining the new Millennium Development Goals (MDGs) for the period after 2015. This book, in its first part, discusses structuring themes for the country, from the perspective of the population on the world of work; quality of public education; the causes of poverty and the means to overcome it; the situation of urban mobility and issues of public security and national defense. The second part, of a more transversal nature, deals with perceptions of social structure, values and democracy in Brazil, media and means of communication. In addition to these themes, the book deals with the economics of happiness, analysing the behavior of Brazilians' individual and collective well-being and the relationship between life satisfaction and income from an international perspective. Finally, it proposes the creation of a synthetic perceived human development index (PHDI) for a set of more than one hundred countries based on dozens of questions about perceptions applied to the issue of education, work, income and health. The book, therefore, provides a rich panorama of the perceptions of Brazilians about aspects of their lives and of the country, in particular with regard to public policies. 

 

Desigualdade e Crescimento: ingredientes trabalhistas

Este trabalho aplica a metodologia proposta por Kakwani, Neri e Son (2006b), que analisa a intensidade e a regressividade das mudanças observadas nos principais elementos do mercado de trabalho. Medimos como cada um desses fatores afeta o padrão de crescimento, caracterizado por mudanças no nível e na distribuição da renda per capita, utilizando a Pesquisa Nacional por Amostra de Domicílios (Pnad).
